Rafael holds a degree in Economics and a master’s in applied economics from the Pontificia Universidad Católica de Chile and a Bachelor of Arts from Rice University, Texas, USA.

Between 1996 and 2002, he held different positions at the Banco Central de Reserva de El Salvador. He was Manager of Studies and Economic Policy, Vice President, and President. He was General Director of the Escuela Superior de Economía y Negocios, Director of the Chamber of Commerce and Industry of El Salvador, and Alternate Governor before the World Bank, the Inter-American Development Bank, and the Central American Bank for Economic Integration.

He has served as a member of the Editorial Board of the Human Development Report: El Salvador 2010; of the Multidisciplinary Commission, appointed by the President of the Republic of El Salvador to address the economic crisis of 2008, of the Central American Leadership Initiative sponsored by the Aspen Institute Global Leadership Network Initiative and columnist for El Diario de Hoy and La Prensa Gráfica.

Mr. Barraza has been the executive president of Banco Agrícola since 2010.
